  8. APPOINTMENT OF LEADER OF THE COUNCIL*
    To elect the Leader of the Council for the Municipal Year 2009/10.
  9. APPOINTMENT OF DEPUTY LEADER OF THE COUNCIL*
    To elect the Deputy Leader of the Council for the Municipal Year 2009/10.
  10. APPOINTMENT OF LEADER AND DEPUTY LEADER OF THE OPPOSITION*
    To note the appointment of the Leader and Deputy Leader of the Opposition for the Municipal Year 2009/10.
  11. APPOINTMENT OF LEADERS AND DEPUTY LEADERS OF THE POLITICAL GROUPS ON THE COUNCIL*
    To note the appointment of the Leaders and Deputy Leaders of the Political Groups on the Council for the Municipal Year 2009/10.

  13. APPOINTMENT OF COMMITTEES / PANELS OF THE COUNCIL
    To appoint the following Standing Committees and Panels of Stevenage Borough Council for the Municipal Year 2009/10 either in accordance with the rules of proportionality or by alternative arrangements for the purposes of the Local Government (Committees and Political Groups), Regulations 1990, Regulation 20 and the Licensing Act 2003 and appoint to the positions of Chair and Vice-Chair for each and the Scrutiny Topic Group Chairs. The Terms of Reference and composition for each body as set out at item 7 'Constitutional Issues', or as otherwise agreed by this meeting.
    1. Scrutiny Overview Committee;
    2. Planning and Development Committee;
    3. Licensing Committee;
    4. General Purposes;
    5. Appointments Committee;
    6. Standards Committee - (to include non-elected Independent Chair and two non-elected Independent members - see item 7, Constitutional Issues);
    7. Audit Committee - (to include non-elected Independent Co-opted Member - see item 7, Constitutional Issues);
    8. Statement of Accounts;
    9. Bandley Hill and Shephall Action Team - (Councillors representing the Bandley Hill and Shephall Wards);
    10. Bedwell and Pin Green Action TeamĀ  - (Councillors representing the Bedwell and Pin Green Wards);
    11. Chells and Manor Action Team - (Councillors representing the Chells and Manor Wards);

  14. APPOINTMENT OF JOINT PANEL WITH HERTFORDSHIRE COUNTY COUNCIL*
    To appoint the following Panel to be constituted jointly with Hertfordshire County Council (HCC) for the Municipal year 2009/10 (Terms of Reference as set out in the report at item 7 'Constitutional Issues' or as otherwise agreed at the this meeting);
    Stevenage Highways Joint Member Panel -
    6 SBC Members (one from each Neighbourhood Action Team area).
    6 HCC Members (those representing the 6 HCC Divisions in Stevenage).
  15. APPOINTMENTS TO OUTSIDE BODIES*
    To appoint respresentative of this Council onto the bodies shown on the paper attached as item 15 - the length of appointment being one year unless otherwise stated.

    *Details of nominations received for these positions/places will be circulated around the Chamber at the meeting.

  16. EXCLUSION OF THE PRESS AND PUBLIC
    To consider the following motion:
    "That under Section 100(A) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as described in paragraphs 1-7 of Part 1 of Schedule 12A of the Act as amended by SI 2006 No.88."
