Following tributes Council will observe a minute's silence in remembrance of to the late Councillor Sherma Batson MBE DL CC.

The report attached as item 3 is to be considered by the Executive at its meeting on 24 January 2017. The Executive's recommendations to Council will be circulated on a supplementary agenda.

4. REPORT REFERRED FROM THE EXECUTIVE - COUNCIL TAX SUPPORT SCHEME 2017/2018
The report attached as item 4 was considered by the Executive at its meeting on 14 December 2016. The Executive agreed the following recommendations to Council -

1. That Council be recommended to approve the 2017/18 Council Tax Support Scheme proposed within the report.
2. That Council be recommended to approve the removal of empty homes discounts and the introduction of the long term empty premium from April 2017.
