| 10. | MATTER FROM THE EXECUTIVE FOR DECISION BY COUNCIL - GENERAL FUND BUDGET, REVENUE AND LEASING FORWARD PLAN AND CAPITAL PROGRAMME 2003/04 AND FORMAL COUNCIL TAX RESOLUTION | |
| The Executive on 12th February 2003, having considered the attached officer report, agreed the following recommendations to Council:- (i) That approval be given to the Budget summarised at Appendices A, B and C to the report to be the Council's General Fund Budget 2003/04, as amended by the Executive's decision to allocate £25,000 for work relating to the Comprehensive Performance Assessment (CPA). (ii) That approval be given to a General Fund Budget Requirement for 2003/04 of £12,700,040, use of balances of £2,035,702 and a Band D Council Tax of £152.22, as reflected in the draft Council Tax Resolution at Appendix E *. [* A revised Formal Council Tax Resolution, taking into account the final precepts for Hertfordshire County Council and Hertfordshire Police Authority, is attached at Appendix F] (iii) That approval be given to a General Fund Revenue Account Contingency Sum in the Budget and Policy Framework for 2003/04 of £500,000. (iv) That approval be given to the 2003/04 Capital Programme attached as Appendix D to this report to be the Council's 2003/04 Capital Budget +. [+ A revised 2003/04 Capital Programme, taking into account decisions made by the Executive in respect of Stevenage Hav 5 Ditchmore Lane and Bedwell Community Centre, is attached at Appendices G(1) and G(2)] (v) That approval be given to a Contingency Sum in the Budget and Policy Framework for 2003/04 of £2,000,000 for the Capital Programme. (vi) That the Borrowing Limits for 2003/04 be agreed as follows: (a) Overall Borrowing Limit £15 million (b) Short Term Borrowing Limit £15 million (c) Variable Interest Proportion Limit 100% | ||

| The Executive on 12th February 2003, having considered the officer report, agreed the following recommendation to Council:- '(i) That the Further Proposed Changes made to the District Plan under the delegated powers given to the Director of Environmental Services on 29th May 2002 be agreed and adopted for development control purposes. (ii) That the responses to the Further Proposed Changes be agreed.' | ||
