In accordance with the Council's Standing Orders, the Leader of the Opposition shall be given the opportunity to raise one matter relevant to the Borough that has arisen since the last meeting of the Council. The Leader of the Council shall then have the opportunity to advise the Council of matters relevant to the Borough that have arisen since the last meeting.

11. ANNUAL TREASURY MANAGEMENT REVIEW
To consider a report concerning the approval of the 2014/2015 Annual Treasury Management Review.
This report was considered by the Audit Committee and the Executive on 5 and 13 September 2016 respectively and both bodies agreed - 'That Council be recommended to approve the 2015/2016 Annual Treasury Management Review.'

12. CHAPTER 7 LOCALISM ACT 2011 - APPOINTMENT OF AN INDEPENDENT PERSON
To consider an officer report (Item12) recommending Council to appoint an Independent Person to consult on alleged breaches to the Member Code of Conduct and potential disciplinary action involving Proper Officers.

To consider the attached report (item 13) concerning revisions to the Council's pay policy statement for the financial year 2016/17 agreed in in accordance with the provisions of the Localism Act 2011.

15. EXCLUSION OF PUBLIC AND PRESS
To consider the following motions:
1. That under the provisions of Section 100(A) of the Local Government Act 1972, the press and public be excluded from the meeting for the following item of business on the grounds that it involved the likely disclosure of exempt information as described in paragraphs 1-7 of Part 1 of Schedule 12A of the Act as amended by Local Government (Access to information) (Variation) Order 2006.
2. That Members consider the reasons for the following reports (if any) being in Part II and determine whether or not maintaining the exemption from disclosure of the information contained therein outweighs the public interest in disclosure.
