To note the Terms of Reference of the Environment & Economy Select Committee as agreed at Annual Council on 25 May 2022.

To approve as a correct record the Minutes of the Environment & Economy Select Committee held on 23 March 2022.

To receive the report of the University of Hertfordshire Zero Carbon Lab on potential carbon emission reduction scenarios to help inform the Council’s Climate Emergency Response and net zero ambitions for 2030.

David Thorogood, SBC & EHDC Environmental Sustainability Co-ordinator, will provide some verbal context at the meeting regarding how the Universities study can be interpreted by the Council to help shape the Council’s net zero ambitions.

To consider the Climate Emergency Review updated mapping exercise document.

To note and comment on the Environment & Economy Select Committee Work Programme for 2022-23 that was previously agreed at its meeting on 23 March 2022.

Members are invited to consider the action tracker for the Environment & Economy Select Committee and to suggest any issues from it that they wish to consider in more detail and add to the work programme.

To consider any Part 1 business accepted by the Chair as urgent.

To consider the following motions –

1.  That under Section 100(A) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as described in paragraphs1 – 7 of Part 1 of Schedule 12A of the Act as amended by Local Government (Access to Information) (Variation) Order 2006.

2.  That Members consider the reasons for the following reports being in Part II and determine whether or not maintaining the exemption from disclosure of the information contained therein outweighs the public interest in disclosure.
