Issue - meetings

To note the following minutes of the Overview and Scrutiny and Select Committees:

·         Community Select Committee – 7 July 2026 and 23 July 2026;

·         Environment and Economy – 14 July 2026; and

·         Overview and Scrutiny Committee – 21 July 2026.

Cabinet received a summary of the issues covered at the most recent meetings of the Overview and Scrutiny and Select Committees including:

Community Select Committee – Support for Young People Review, consideration of the Housing Allocations Policy, damp and mould following the implementation of Awaab’s Law Phase 1 and the Annual Crime and Disorder Committee;

Environment and Economy Select Committee – review of fly-tipping, impact of the cost of living crisis;

Overview and Scrutiny Committee – challenges of void turnaround times and the Draft Tenancy Strategy.

Members expressed thanks to the cross-party committees, recognising their role in scrutinising the detail of the Council’s ambitions and supporting informed strategic decision-making.

It was RESOLVED that the Minutes of the Overview and Scrutiny Committee and the Community Select and Environment and Economy Select Committee meetings be noted.

Cabinet received a summary of the issues covered at the most recent meetings of the Overview and Scrutiny and Select Committees including:

·         Community Select Committee – Support for Young People Review, consideration of the Housing Allocations Policy, damp and mould following the implementation of Awaab’s Law Phase 1 and the Annual Crime and Disorder Committee.  It was noted that Members had welcomed the draft Tenancy Strategy and had requested stronger reference to tenant engagement.  Discussion also covered succession rights, tenant support, void property management, older persons’ housing, downsizing incentives, registered providers, housing standards and future housing supply.

·         Environment and Economy Select Committee – a presentation on the fly-tipping review was given which covered the Council’s current approach, performance, enforcement activity and proposed service improvements. Members welcomed the report, raised questions and observations, and agreed a number of follow-up actions.  It was also agreed to replace the previous COVID-19 review update with a review of the impact of the cost-of-living crisis.

·         Overview and Scrutiny Committee – Officers confirmed that the challenge of void turnaround times was being monitored by Cabinet and the Senior Leadership Team, and that a comprehensive improvement plan was being implemented, with recent performance showing improvement.  During consideration of the Draft Tenancy Strategy, Members welcomed the Cabinet's recognition of the importance of tenant engagement.
