Updates were provided on the SITEC Phase 2a project with the construction of the North Hertfordshire College campus at the former indoor market site.  

It was noted that construction works commenced in late November and had since made significant progress despite a number of challenges associated with the age of the building.

Early stages of the works had focused on key infrastructure, including levelling the site and beginning to divide the large internal space into functional areas. Current works included roofing improvements to accommodate mechanical and electrical equipment, with further structural works, including steel installation.

Officers confirmed that the project was still on track for completion in time for a September opening, when the facility would welcome its first students.

It was RESOLVED that the updates be noted.

The Assistant Director, Regeneration and Kit Davies, NHC presented an update on the next phase of SITEC which is the construction campus moving into the now vacant indoor market at St. George’s.

Contractor RG Cater has been appointed through a full procurement process and will begin on site in November 2025; completion is expected by Summer 2026 in time for students to start in September 2026.

Kit Davies noted his thanks to the Regeneration Team for their work to date on this project and spoke the Board through a fly-through video highlighting the architects designs to convert the 3,000 sq. m. space. The site known as the Town Centre Campus is expected to host over 400 young people and support more than 150 apprenticeships

The Chair thanked Kit for his efforts towards this project and beyond.

The Board was advised that the SITEC project had progressed significantly over the past few months.  The first phase located at North Herts College had been successful and now plans for the college engineering campus to be re-sited on the former indoor market site were developing.

The next major phase for SITEC involved a proposal for a new town centre site.  A feasibility study was being undertaken on the proposed site.

It was noted that concept work had been completed, and further development of the funding strategy was underway
