Business: Apologies for absence were submitted on behalf of Councillors D.W. Cullen, CC, R.J. Henry, B. Jackson, T.G.M. Kent, CC, Mrs. L.G. Strange, P. Stuart and J. Thomas.

The Mayor requested on behalf of the Council that best wishes be conveyed to Councillor David Cullen who had recently been taken into hospital.

There were no declarations of interest.

Business:

Decision: It was RESOLVED that the Minutes of the meeting of the Council held on 5th April 2006, having been circulated, be taken as read, confirmed and signed by the Mayor as a correct record.

APPOINTMENT OF MAYOR*

Status: Agreed

Business: The Mayor, Councillor Brian Underwood, informed Council that he had experienced an enjoyable and memorable year as Mayor. He thanked all those who had contributed to his year in office and, in particular his wife and Mayoress Nong Underwood and Councillor Lilian Strange for all of their support during the year.

The Chief Executive called for nominations for the Office of Mayor for 2006/07.

Decision: It was duly proposed and seconded that Councillor Simon Speller be nominated as Mayor for the 2006/07 Municipal Year. There being no other nominations, a vote was taken, and it was RESOLVED UNANIMOUSLY that Councillor Simon Speller be elected as Mayor for the 2006/07 Municipal Year.

Councillor Speller then made the statutory declaration of acceptance of office and took the Chair.

The Mayor, Councillor Speller, expressed his thanks to his family and friends who were present and to all the people who had worked hard to ensure the success of the evening.

The Mayor advised that his themes for the year would be:-

* Sport for All; and
* Business in the Community

The Charities which would be supported during the Mayor's term of office would be the Cycling Tourist Club, Mentoring Basketball Association, Stevenage District Scouts, Sue Ryder Care, Garden House Hospice and Stevenage Community Trust.

The Mayor announced that his wife Bridy Speller, would be Mayoress for 2006/07.

APPOINTMENT OF DEPUTY MAYOR*

Status: Agreed

Business: A vote of thanks was recorded in recognition of Councillor Bruce Jackson's work as Deputy Mayor since 1999.

The Mayor then called for nominations for the office of Deputy Mayor.

It was duly proposed and seconded that Councillor John Lloyd be appointed as Deputy Mayor for the 2006/07 Municipal Year.

Decision: There being no other nominations, a vote was taken and it was RESOLVED that Councillor John Lloyd be appointed as Deputy Mayor for the 2006/07 Municipal Year.

Councillor John Lloyd then made the statutory declaration of acceptance of office.

The Deputy Mayor thanked his proposer and seconder, and announced that his wife, Councillor Mrs. Joan Lloyd would be the Deputy Mayoress for 2006/07.

NOMINATION OF MAYOR DESIGNATE

Status: Noted

Business: The Deputy Leader of the Council advised that in the interests of local democracy, the Majority Group now acknowledged Members of Opposition Groups in the seniority list used in the selection of Members for nominating Mayor.

The Mayor then announced that he was to appoint Councillor Graham Clark as Mayor Designate for the 2006/07 Municipal Year.

The Mayor announced that Councillor Clark's wife, Dilys Clark, would be the Mayoress Designate for 2006/07.

Decision:

BOROUGH COUNCIL ELECTIONS 2006

Status: Agreed

Business: The Chief Executive submitted a report advising the Council of the results fo the Borough Council Elections held on 4th May 2006, together with percentage turnourts.

The Leader of the Council advised Council that as he was coming to the end of his time as Leader of Stevenage Borough Council, he would like to thank everybody for their support and friendship over this time, Councillor Hall then congratulated all those involved in the successful local elections this year.

It was moved and seconded that the recommendations contained in the report be approved.

Decision: It was RESOLVED that the results of the Borough Council Elections 2006 be noted.

CONSTITUTIONAL ISSUES

Status: Agreed

Business: The Chief Executive submited a report seeking approval of amendments to the Council's Constitution, including the Terms of Reference for various bodies to support its Political Management Structure.

It was moved and seconded that the recomendations contained in the report be approved.

Decision: It was RESOLVED:-

(1) That the Executive Portfolios as set out at Appendix A of the report be approved.

(2) That the Terms of Reference for the following bodies, detailed in the various appendices to the report, be approved:-

APPOINTMENT OF LEADER OF THE COUNCIL*

Status: Agreed

Business: It was duly proposed and seconded that Councillor S. Taylor be appointed as Leader of the Council for the 2006/07 Municipal Year.

Decision: There being no other nominations, a vote was taken and it was RESOLVED that Councillor S. Taylor be appointed as Leader of the Council for the 2006/07 Municipal Year.

The outgoing Leader of the Council wished Councillor Taylor luck in her new role.

Councillor Taylor thanked Councillor Hall for his best wishes and advised Council that she was proud to be following Councillor Hall as Leader of Stevenage Borough Council and was looking forward to her new role and responsibilities.

The Council paid tribute to Councillor Hall and his work and commitment to Stevenage whilst Leader of the Council.

APPOINTMENT OF DEPUTY LEADER OF THE COUNCIL*

Business: It was duly proposed and seconded that Councillor J. Gardner be appointed as Deputy Leader of the Council for the Municipal Year 2006/07.

Decision: There being no other nominations, a vote was taken, and it was RESOLVED that Councillor J. Gardner be appointed as Deputy Leader of the Council for the 2006/07 Municipal Year.

APPOINTMENT OF THE LEADER AND DEPUTY LEADER OF THE OPPOSITION*

Business: The Chief Executive advised the Council of the appointments of Councillor R.G. Parker, CC as Leader of the Opposition and Councillor G. Snell as Deputy Leader of the Opposition for the 2006/07 Municipal Year.

Business: The Chief Executive advised the Council that Councillors S. Taylor, R.G. Parker, CC and G. Clark had been appointed as Leaders of the Labour, Liberal Democrats and Conservative Groups respectively. It was noted that Councillors J. Gardner, G. Snell and M.A. Mason would be Deputy Leaders of the Labour, Liberal Democrat and Conservative Groups respectively.

Business: The Chief Executive advised that Council was asked to appoint its Committees and Panels by Alternative Arrangements for the purposes of the Local Government (Committees and Political Groups) Regulations 1990.

The Chief Executive stated that once the Committees and Panels had been established, consideration should be given to the appointment of their Chairs and Vice-Chairs.
