MINUTES - Wednesday, 26th February, 2003

Status: Noted

Business: The Minutes of the meeting of the Council held on 26th February 2003, having been previously circulated, were taken as read, confirmed and signed by the Mayor as a correct record.

Decision:

APPOINTMENT OF MAYOR*

Status: Agreed

Business: The Mayor, Councillor P.M. Stuart, referred to the various events which she had attended throughout the year and informed the meeting that she had enjoyed her Mayoral year. She thanked all those who had contributed to her memorable year in office and, in particular, she thanked Mayoress Pam Gallagher, as well as her daughters Kyrstin and Amanda for their support and her grandson, Lukas, who had acted as her mascot and touchstone.

The Chief Executive called for nominations for the office of Mayor for 2003/2004.

Decision: It was duly proposed and seconded that Councillor L.G. Strange be nominated as Mayor for the 2003/2004 Municipal Year. There being no other nominations, a vote was taken and it was RESOLVED that Councillor L.G. Strange be elected as Mayor for the 2003/2004 Municipal Year.

Councillor L.G. Strange then made the statutory declaration of acceptance of office and took the Chair.

The Mayor,Councillor L.G. Strange, expressed her thanks to her friends and family who were present and to all the people who had worked hard to ensure the success of the evening.

The Mayor announced that her theme for the year would be the community and within that context she would be encouraging as many sporting activities as possible.

She listed the charities which she would support during her term of office, namely the National Children's Homes, Garden House Hospice, Stevenage Community Trust and Stevenage Sports Council.

She announced that her husband, Dick Strange, would be the Mayor's Consort for 2003/04.

APPOINTMENT OF DEPUTY MAYOR*

Status: Agreed

Business: The Mayor called for nominations to the office of Deputy Mayor. It was duly proposed and seconded that Councillor B. Jackson be appointed as Deputy Mayor for the 2003/2004 Municipal Year.

Decision: There being no other nominations, a vote was taken and it was RESOLVED that Councillor B. Jackson be appointed as Deputy Mayor for the 2003/2004 Municipal Year.

Councillor B. Jackson then made the statutory declaration of acceptance of office.

The Deputy Mayor thanked his proposer and seconder and announced that Mrs Sandra Jackson would be the Deputy Mayoress for 2003/2004.

NOMINATION OF MAYOR DESIGNATE

Status: Noted

Business: The Mayor announced that she was to appoint Councillor David Royall as Mayor Designate for the 2003/2004 Municipal Year.

The Mayor announced that Councillor Royall's wife, Clair Anthony-Royall, would be the Mayoress Designate for 2003/2004.

Decision:

BOROUGH COUNCIL ELECTIONS

Status: Agreed

Business: The Chief Executive submitted a report advising the Council of the results of the Borough Council Elections held on 1st May 2003 and the details of percentage of votes cast.

Decision: It was RESOLVED that the results of the Borough Council Elections 2003 be noted.

REVISIONS TO STANDING ORDERS

Status: Noted

Business: The Chief Executive submitted a report recommending revisions to the Council's Standing Orders, including Terms of Reference for various bodies, to support its political management structure.

Decision: It was RESOLVED that the revised Standing Orders, as shown in Appendix A to the report be approved.

DATES OF COUNCIL MEETINGS

Status: Agreed

Business: The dates for meetings of the full Council for the 2003/04 Municipal Year were recommended by the Chief Executive.

Decision: It was RESOLVED that the Council's programme of meetings for the 2003/04 Municipal Year, as detailed in the Chief Executive's report, be approved.

APPOINTMENT OF LEADER OF THE COUNCIL*

Status: Agreed

Business: It was duly proposed and seconded that Councillor B.P. Hall be appointed as Leader of the Council for the 2003/04 Municipal Year.

Decision: There being no other nominations, a vote was taken and it was RESOLVED that Councillor B.P. Hall be appointed as Leader of the Council for the 2003/04 Municipal Year.

APPOINTMENT OF DEPUTY LEADER OF THE COUNCIL*

Business: It was duly proposed and seconded that Councillor K. Vale be appointed as Deputy Leader of the Council for the 2003/04 Municipal Year.

Decision: There being no other nominations, a vote was taken and it was RESOLVED that Councillor K. Vale be appointed as Deputy Leader of the Council for the 2003/04 Municipal Year.

Business: The Chief Executive advised the Council of the appointment of Councillor R.G. Parker as Leader of the Opposition of the Council for the year 2003/2004.

Status: Noted

Business: The Chief Executive advised the Council that Councillors B.P. Hall, R.G. Parker and G. Clark had been appointed as Leaders of the Labour, Liberal Democrat and Conservative Groups respectively. It was noted that Councillors K. Vale, G. Snell and M. Mason would be Deputy Leaders of the Labour, Liberal Democrat and Conservative Groups respectively.
