8.LEADER OF THE COUNCIL'S UPDATE
In accordance with the Council's Standing Orders, the Leader of the Opposition shall be given the opportunity to raise one matter relevant to the Borough that has arisen since the last meeting of the Council.
The Leader of the Council shall then have the opportunity to advise the Council of matters relevant to the Borough that have arisen since the last meeting.

9.NOTICE OF MOTIONS
The following Motion has been submitted by Councillor A McGuinness and seconded by Councillors R Parker CC and G Snell -

That this Council is concerned about the increase in the number of Houses of Multiple Occupation (HMOs) in Stevenage and recommends that, following consultation, one or more Article 4 Directions for parts of Stevenage be implemented by the Council.
    
10.QUESTIONS FROM MEMBERS TO COMMITTEE CHAIRS / PORTFOLIO HOLDERS
The following questions have been received -

(a)From Councillor G Snell to the Portfolio Holder for Environment and Regeneration.
How much money has the Council saved from the cancellation of the refuse & recycling annual calendar which was sent out to all the residents in Stevenage?

(b)From Councillor A McGuinness to the Portfolio Holder for Community, Health and Older People.
What are the Council doing to promote the importance of mental health and will the Council commit to signing up to the Local Authorities' Mental Health Challenge?

(c)From Councillor R Parker to the Portfolio Holder for Children, Young People and Leisure.
What are the Council's current plans for introducing parking charges within Fairlands Valley Showground for home games of Stevenage Football Club?

11.MATTER REFERRED FROM THE EXECUTIVE - GAMBLING ACT 2005 - STATEMENT OF POLICY
At its meeting on 11 November 2015 the Executive considered the report attached as Item 11 concerning the Gambling Act 2005 - Statement of Policy.
The Executive agreed the following recommendation to Council -That the proposed Stevenage Borough Council Statement of Principles 2013-2016, set out at Appendix A to the report, drafted in accordance with the Gambling Act 2005, be approved.

12.MATTER REFERRED FROM THE EXECUTIVE - 2015/2016 MID YEAR TREASURY MANAGEMENT REVIEW REPORT
The report attached as item 12 was considered by both the Audit Committee and the Executive at their respective meetings on 10 and 11 November 2015.  Both bodies agreed the following recommendations to Council -
    
1.That the 2015/16 Treasury Management Mid Year Review and the prudential and treasury indicators in this report be approved.
2.That the review of the treasury limits as detailed in Appendix C be noted.
3.That the latest approved Countries for investments as detailed in Appendix D be noted.

To consider any Part 1 business as accepted by the Mayor as urgent.

15.EXCLUSION OF PRESS AND PUBLIC
To consider the following Motions -

1.That under Section 100(A) of the Local Government Act 1972, the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of Exempt information as described in paragraphs 1-7 of Part 1 of Schedule 12A of the Act, as amended by SI 2006 No. 88.

2.That Members consider the reasons for the following item being in Part II and determine whether or not maintaining the exemption from disclosure of the information contained therein outweighs the public interest in disclosure.
