2. MINUTES - COUNCIL - WEDNESDAY 20 JULY 2011
To approve as a correct record the Minutes of the Council meeting held on Wednesday 20 July 2011.

3. MAYOR'S COMMUNICATIONS
To receive any communications that the Mayor may wish to put before Council.

4. MAIN DEBATE - 'ON THE BEAT'
This debate concerning the challenges facing policing in Stevenage is to be introduced by the Portfolio Holder for Safer and Stronger Communities.

The Council will also receive a presentation from Chief Inspector Richard Liversidge of Hertfordshire Constabulary.

Additionally, as item 7 below relates to the challenges facing policing in Stevenage the Chief Executive has indicated that it should be considered in conjunction with the Main Debate.

7. QUESTIONS FROM THE PUBLIC
The following question was received from Mr A Howard -

'I note from recent local press articles that Hertfordshire County Council are implementing a wide spread switch off of the street lighting between mid-night and around 6am in the morning. This would seem to extend to residential areas. It is recognised that good lighting reduces street crime and more importantly the perception of crime for people of all ages. I would like to know how the Police feel about this key aid to them being removed and how they are looking to give assurance to us parents whose children normally walk back from the Old Town or Leisure Park after midnight who will now have to do this in the dark or we will have to fetch them?'

NOTE: As this question relates to the challenges facing policing in Stevenage the Chief Executive has indicated that it should be considered in conjunction with the Main Debate at item 4 above.
   
8. LEADER OF THE COUNCIL'S UPDATE
In accordance with the Council's Standing Orders, the Leader of the Opposition shall be given the opportunity to raise one matter relevant to the Borough that has arisen since the last meeting of the Council.
The Leader of the Council shall then have the opportunity to advise the Council of matters relevant to the Borough that have arisen since the last meeting.

11. MATTER REFERRED FROM THE AUDIT COMMITTEE - ANNUAL TREASURY MANAGEMENT REVIEW 2010/2011
At its meeting on 6 September 2011 the Audit Committee considered a report for recommendation to Council concerning the Council's Annual Treasury Report that reviews treasury management activities including the 2010/2011 prudential and treasury indicators.  Having considered the report the Audit Committee agreed -

That Council be recommended to approve the 2010/2011 prudential and treasury indicators as shown in the report.

To approve as a correct record the Minutes of the Statement of Accounts Committee held 19 September 2011.

These minutes are before Council as this Committee is not scheduled to meet again in this Municipal Year.

To note the draft Minutes of the meetings of the Audit Committee held 6 September 2011 and 19 September 2011.
