4. MAIN DEBATE - SUPPORTING OUR ARMED FORCES - THE
HERTFORDSHIRE COMMUNITY COVENANT
An officer report concerning the Hertfordshire Community Covenant with the Armed Forces is attached as item 4.

The debate will be preceded by presentations from Paul Hewson, RAF Benevolent Fund - Regional Director for London, Home Counties and South and a representative from the Army who are working with the County wide steering group in developing the Community Covenant.

At the time of agenda publication confirmation is awaited of a presentation from the Royal Navy Association.

8. LEADER OF THE COUNCIL'S UPDATE
In accordance with the Council's Standing Orders, the Leader of the Opposition shall be given the opportunity to raise one matter relevant to the Borough that has arisen since the last meeting of the Council.

The Leader of the Council shall then have the opportunity to advise the Council of matters relevant to the Borough that have arisen since the last meeting.

9. NOTICE OF MOTIONS
To consider the following Motion to be moved by Councillor R Henry and seconded by Councillor L Harrington -

That this Council opposes the introduction of the County Council's 'Part-Night Lighting Scheme' in Stevenage. It is planned that our street lights will be switched off in April / May next year between midnight and 6am. Our residents told us at our last full Council meeting that they feel frightened and unsafe in dark areas and we believe that the decision to go ahead with this project without considering the impact on crime and fear of crime levels is unjustified. The project is damaging to taxpayers' confidence in public services. We do not believe the public have been properly consulted in the way that they deserve.

11. OFFICER REPORT - TREASURY MANAGEMENT STRATEGY STATEMENT AND ANNUAL INVESTMENT STRATEGY - MID-YEAR
REVIEW REPORT 2011/12

To consider an Officer report that reviews the operation of the 2011/12 Treasury Management & Investment strategy for the first six months of the year, in accordance with the CIPFA Code of Practice on Treasury Management and propose revisions in relation to counter party limits and the requirement for the Council to prudentially borrow to fund part of its capital programme.

In accordance with the provisions of the Council's Constitution details are also provided of a decision taken by the Leader under the urgency provisions to make changes to the Treasury Management Strategy.

This report is to be considered by the Audit Committee on 29 November 2011 and details of that Committee's recommendations to Council will be circulated on a supplementary agenda.
