1. APOLOGIES FOR ABSENCE AND DECLARATIONS OF INTEREST
10. MATTER FROM THE EXECUTIVE FOR DECISION BY COUNCIL - 2005/06 CAPITAL PROGRAMME & 5 YEAR CAPITAL STRATEGY UPDATE
  The Executive at its meeting on 22nd March 2006 considered an officer report concerning the 2005/06 Capital Programme and the 5 Year Capital Strategy. Having considered the report the Executive agreed that Council be recommended to approve the updated 5 Year Capital Strategy, as detailed at Appendix A of the report, including the following:-

a. That the Transitional Negative Subsidy Transfer to General Fund Revenue from the HRA Major Repairs Allowance effectively be ?made good? from Usable RTB Receipts, leaving the HRA with MRA at full Subsidy level.

b. With the exception of the Capital Receipts referred to at (a) above, the 25% usable proportion of RTB Receipts be allocated to the General Fund from 2006/07 onwards.

c. That actions required to bring the 5 Year Capital Strategy into balance be considered by the Corporate Capital Review Group and reported back to the Executive in due course.

11. MATTER FROM THE EXECUTIVE FOR DECISON BY COUNCIL -ARMS LENGTH MANAGEMENT ORGANISATION (ALMO) - FINANCIAL ASPECTS OF THE BID TO ODPM AND ASSOCIATED ALMO ISSUES
  The Executive, at its meeting on 22nd
March 2006 considered an officer report (copy attached) concerning the financial details of the ALMO bid and agreed the following recommendation to Council -

'That Council be recommended to agree the advertising and letting of the Decent Homes contracts, as detailed in the report, and, for the avoidance of doubt, agree that the award of the contracts, anticipated in October 2006, be delegated to the Executive.'

12. BEST VALUE PERFORMANCE PLAN
  The Executive at its meeting on 22nd March 2006 considered the attached officer report concerning the 2006/2007 Best Value Performance Plan. It was noted that the outturn performance information for 2005/06 is not yet available and will be reported in the new Municipal Year. With that the Executive resolved -

'That the Council be recommended to approve the 2006/2007 Best Value Performance Plan.'

13. ANNUAL SCRUTINY REPORT
  To receive the Annual Scrutiny Report concerning the work of the Scrutiny Overview Committee and the Scrutiny Panels.
